As the two sets of Youth Crime Prevention Booklet published by Public Relations (PR) Wing received positive feedback from various sectors of the community in the last two years, PR Wing has recently published Youth Crime Prevention Booklet (2024 Edition) to support the crime prevention education efforts of teachers, parents and educators. Five topics of youth crime that deserve concern of the society, namely risks in cyberspace, sexual offences, fraud and money laundering offences, theft and robbery, are selected as the strategies for the new edition. A new set of crime prevention videos are also produced. Moreover, the Education University of Hong Kong was invited to devise sets of teaching kit with both Chinese and English versions to further assist teachers in disseminating crime prevention information to students.


Commissioner Siu Chak-yee encourages teachers and parents to refer to the three Booklets published in the previous two years and this year for a more comprehensive understanding of the elements of the relevant offences. He also emphasises that besides doing crime prevention work “early, consistently and co-operatively”, stakeholders should also do it jointly, truly and sincerely to achieve the synergy effect of “1+1>2”.


The new Booklet has been distributed to all primary and secondary schools, school sponsoring organisations and youth service organisations. It is available for free distribution at the Police Officers’ Club and Police Sports and Recreation Club, as well as for borrowing from public libraries. The e-booklet, videos and teaching kits can also be viewed on the website of the Police, Education Bureau and EdCity.
