As the Second Generation Personnel Information Communal System (PICS) II is soon approaching the end of its serviceable life, the Personnel Wing (P Wing) has been working on the development of the Third Generation Personnel Information Communal System (PICS III) to improve the efficiency of personnel and human resources management. Tender invitation and evaluation of the PICS III took place between December 2023 and July 2024, with funding approval of the Legislative Council successfully secured for project implementation. On August 21, P Wing convened the PICS III Project Commencement Meeting to announce the awarding of contract, allow various vendors to introduce themselves and outline the collaborative strategies for ensuring smooth delivery of products and services.
PICS III will be launched by phase from mid-2026 onward. In addition to incorporating features to enhance information technology security, the new system will leverage AI and analytical capabilities to understand and predict human resources landscape, and optimise related operations and procedures for personnel and welfare services through the implementation of mobile app and chatbot.
