The Complaints Against Police Office organised a visit for the Independent Police Complaints Council (IPCC) Chairman Ms Wong Pui-sze and 14 members to observe the Halloween crowd management operation in Lan Kwai Fong (LKF) on October 31 so that they could understand the Force’s operation strategies.
Director of Management Services (DMS) Lui Kam-ho elucidated the purpose of the visit while representatives of Central District introduced to the IPCC members the policing strategies adopted and the challenges faced during crowd management operations. After that, the representative from Operations Wing demonstrated how real-time crowd density assessment could be achieved through the pedestrian flow counting function of the CCTV system for identifying underlying safety risks and implementing appropriate crowd management measures.
Subsequently, the IPCC members went to the area around LKF for an on-site observation of the officers executing crowd management measures. They also had an interactive session with frontline officers from Police Tactical Unit, Crime Wing, Traffic Hong Kong Island, Hong Kong Auxiliary Police Force and Counter Terrorism Response Unit to understand their duties and challenges in the operations.
At the end of the visit, IPCC Chairman highly appreciated the Force’s efforts in adopting effective crowd management measures and employing technology to maintain public safety and order.
