The Commercial Crime Bureau, Cyber Security and Technology Crime Bureau (CSTCB) and Financial Intelligence and Investigation Bureau co-organised for the first time the Anti-Scam Carnival at the West Kowloon Cultural District on December 14 and 15, 2024 to enhance public awareness of scam prevention, money laundering and cyber security threats through thematic game booths, the interactive Anti-Scam Hub and various performances.

Speaking at the opening ceremony, Deputy Commissioner (Operations) Chow Yat-ming pointed out that the Force was committed to fighting scams in collaboration with various stakeholders. He hoped that members of the public would pay more attention to the Force’s anti-scam campaigns and share scam prevention information with their friends and family members. The public were also reminded to heed anti-money laundering messages and should never rent, lend or sell their bank accounts or e-wallets to third parties out of spontaneous greed.

The award presentation ceremony of the Anti-Scam Lucky Draw organised by CSTCB was also held during the carnival. The grand prize winner received an electric vehicle. The lucky draw drew widespread attention, rallied efforts of all sectors in society and attracted over 1.8 million participants. The mobile app Scameter+ recorded over 840 000 downloads, representing a significant increase of 47%.

The carnival offered a fantastic lineup of amusement facilities, including a giant inflatable bouncy castle, the 4m-high inflatable anti-scam mascot “The Little Grape” and the first ever Anti-Scam Hub, as well as various music, dance and magic performances, with a view to promoting anti-scam and anti-money laundering messages throughout the city. Nearly 20 000 citizens attended the event.
