To address the increasingly complicated public security challenges under globalisation, Chief Superintendent of Public Relations Wing Leung Chung-man and Chief Superintendent of Security Wing So Wing-sze took the Advanced Policy Design Programme at the Lee Kuan Yew School of Public Policy of the National University of Singapore from March 3 to 6. They explored, together with eight other executives from different countries and regions, how effective public policies should be formulated in the ever changing social environment.
The programme aimed to enhance participants’ policy analysis skills and leadership abilities, covering areas such as policy formulation, public management and international cooperation. Leung Chung-man and So Wing-sze shared Hong Kong Police Force (HKPF)’s experiences in maintaining public safety and drew inspirations from public policy cases in other countries and regions.
Leung Chung-man opined that the training programme not only provided them with an in-depth understanding of the essentials required for the formulation of effective policy and the selection of appropriate policy instruments, but also fostered the exchange and cooperation between HKPF and its international peers.
So Wing-sze pointed out that the training offered her a more comprehensive understanding of public policy formulation. The knowledge gained would be applied in daily operation to further enhance the policy effectiveness and service quality of the Force.
