Police ties with public to grow
The Force's "Partnership" with the public would continue to grow to keep Hong Kong a safe and secure city.
In its Policy Objectives, which were published with the Chief Executive's Policy Address on October 6, the Government said it would continue to strengthen public confidence in the Force by fostering service culture through consumer-quality projects, including the provision of better facilities and streamlining of procedures in report rooms and other areas of public contact.
The document said the community played a vital role in maintaining security and safety, and promoting the awareness of this role facilitated the building up of a partnership between the public and law-enforcement agencies. "Partnership relies on the community trusting the law-enforcement agencies to be honest, fair and impartial in all their dealings," the document said.
"Our efforts to improve customer service and ensure an effective response to complaints against members of agencies, make an important contribution. Satisfactory progress was made in building a partnership with the community in the past year," it said, adding that Police campaigns were well received by the public and attended by over 400,000 participants.
It said the Government would continue to strengthen the Force's ability to prevent and detect crime, such as by deploying additional front-line officers to meet increasing demands of Hong Kong's rapid development. It would also help enhance ties with overseas law-enforcement agencies and look at the application of advanced computer technology.
On the work of Police, the document said: "Remarkable achievement had been made by Police in the prevention and detection of crime in the past year. The overall crime rate per 100,000 people in 1998 was 1,076, the second lowest in the past 25 years."
