1999/2000 Civil Service Public Housing Quota
(Special Quota)

The Circular Memorandum No. 17/99 from the Civil Service Bureau announces details for public housing application under the 1999/2000 Civil Service Public Housing Quota (Special Quota).

In a nutshell, eligible officers may apply for one of the following types of public housing: Public Rental Housing (PRH); the Home Ownership Scheme (HOS); and the Home Purchase Loan Scheme (HPLS).

PRH applicants are required to indicate on their application forms whether they wish to apply for flats under the Buy-or-Rent Option (BRO) when a BRO sale exercise is announced.

Eligibility
A) Serving disciplined services officers who are within 10 years of retirement age and are occupying departmental quarters - they must have at least two years' service and are within 10 years of retirement (i.e. starting from 35 years of age for Old Pension Scheme, 40 for New Pension Scheme).

B) Single disciplined services officers retiring at 55 or above and not occupying departmental quarters.

C) Retiring disciplined services officers occupying departmental quarters - serving disciplined services officers occupying departmental quarters who are certified by their departments that they are going to retire or commence pre-retirement leave within six months of the closing date for applications and they are not going to be re-employed. These eligible officers should submit their applications now.

D) Pensioners occupying departmental quarters - pensioners still occupying departmental quarters who retired on or after April 1, 1998 and are in receipt of a pension are eligible for application.

E) Widows/widowers and dependants of deceased disciplined services officers occupying departmental quarters - in cases where officers occupying departmental quarters died whilst in service and pensioners occupying departmental quarters died whilst awaiting allocation of public housing under the Civil Service Public Housing Quota, their widows/widowers/dependants/personal representatives acting on behalf of minor dependants may make applications for public housing within six months of the dates of death of the officers who died on or after April 1, 1998. Eligible persons should make their applications now.
