Rioting soccer fans
shown the red card


Calling for back up as the 'fans' get rowdy

No, not the European Cup. In a joint-department exercise on May 27, involving the Police and Fire Services together with the Leisure and Cultural Services Department, officers from Hong Kong Island Region, Chai Wan Division and the Police Tactical Unit simulated dealing with 6,000 angry soccer fans at the Siu Sai Wan Sports Ground in Chai Wan.

The scenario revolved around a soccer match involving Hong Kong and European teams. Some rough play and questionable refereeing decisions led to outbreaks of crowd disorder amongst the 6,000 spectators, including a pitch invasion to attack players and officials.

Officers from PTU Hotel Company acted as fans and players for the exercise, simulating a crowd disturbance which escalated into a fiery riot requiring speedy protection and smooth evacuation of players, staff and bystanders. PTU Golf Company (now in KW Region) was called in to promptly restore order. Officers from Uniform Branch Chai Wan Division, Eastern District Traffic Team and Traffic Hong Kong Island (Enforcement and Control) took part in the exercise which tested responsiveness, co-ordination and communications.

PTU Deputy Commandant Kevin Woods said: "Thankfully, crowd disorder at football matches in Hong Kong is a rare occurrence. Nevertheless, we need to be prepared to deal with it should it occur. This exercise has helped refine our plans and tactics - we've learnt some useful lessons, and as a result we are better prepared to deal with disorder if it happens".
