Morale report links staff and Management


CSP Leung Lau-on

The Force Monthly Morale Assessment Report is one of the many channels used to boost internal communication, one of the Force's primary goals of late.

OffBeat recently spoke to Chief Superintendent (Staff Relations and Conditions of Service) Leung Lau-on and Woman Senior Superintendent (Staff Relations) Leung Ching-kwan about the report, used for many years now, and how it was prepared.

CSP Leung said Training and Staff Relations Officers initially compile a draft report, incorporating views from all ranks with particular emphasis on staff morale gathered from training days and other occasions.

The draft is then submitted to District Commanders/Formation Commanders who, after reading and commenting on the findings, submit the report to Regional Commanders/Major Formation Commanders for consolidation before it is forwarded to the Commissioner of Police.

"Personnel Wing, on behalf of the Commissioner, prepares the Force Morale Assessment Report on the basis of reports from all Regional and Major Formation Commanders," CSP Leung said.

"This report highlights the staff's major issues of concern together with our comments as well as relevant Force policies. A Force stance, along with measures taken or contemplated to address those concerns, is also included in the Report."

The finalised document is then distributed to all Regional/Major Formation Commanders and Formation Commanders to help give them a better understanding of prevailing Force-wide issues of concern and relevant Force policies.

Having read the Report, commanders are responsible for briefing their subordinates on its contents to facilitate a smooth dissemination of messages to officers of all ranks to achieve effective and efficient two-way communication. The report is also copied to the Administration.

"It is our intention to make use of this Report to collect staff views on issues of concern and disseminate messages on Force policy, adopting both a bottom-up and top-down approach," CSP Leung said.

"The Report is strictly for internal consumption by the Senior Management to gauge the general feelings of officers on the issues of concern.

"I find it deplorable that it was recently leaked to the media. This Report was taken out of context and could have aroused possible misunderstanding by members of the public."

"I must stress that the Force is open to all views and encourages staff to raise issues of concern through the many existing established channels of internal communication. The Force Morale Assessment Report is just one of the many channels to facilitate this."
