Living-the-Values Wave III underway


Ag CP TsangYam-pui explains that the new Workshops will foster internal communication from JPOs up

About 30 Hong Kong Island Traffic officers participated in a day-long seminar on November 6, kicking off Wave III of the Living-the-Values Workshops.

With Acting Commissioner Tsang Yam-pui officiating, the workshop was held at the Civil Service Training and Development Institute at the North Point Government Offices. Director of Management Services Douglas Lau Yuk-kuen also attended.

Wave III's themes include honesty and integrity, and internal communication. However, Mr Tsang told participants that the biggest difference between this wave and its predecessor was that it started with Junior Police Officers, and aimed to collect their views and suggestions on issues of concern.

JPO workshops would be followed by those for middle and high-ranking officers, offering views and opinions collected at different levels for discussion, for consideration in the formulation of policies and issue of orders.

Addressing participants, Mr Tsang said:"The workshop is a new initiative on the part of Force management in fostering a bottom-up approach for internal communication."

"I hope that you make good use of this great opportunity to forward constructive and sincere comments regarding the middle management of the Police Force."

He said with honesty and integrity topping the eight Force values, members were proud to be part of such a clean force, achieved in part by officers' hard work over the years.

"However, if every Force member was to be totally honest, the number of complaints against Police was sure to drop drastically, our image would be greatly enhanced and members of the public would have even more confidence in us," Mr Tsang added. "'Internal communication', 'top-down' and 'bottom-up' are some of the words which are easier said than done, and for which we need to do a lot more. I must stress all Force members have responsibilities in improving internal communication." The Steering Committee on Police Internal Communication was established in April 1998 under Mr Tsang's chairmanship. He said over the last two years, good progress had been made and its initiatives were well received. The Committee would continue to work hard in the area of internal communication by taking in views and opinions of officers from different ranks and formations, he said.

The Workshops for JPOs continue until April, then the middle ranks from early-May to mid-June, followed by the higher ranks.
