Medical pundit joins Force ranks


DPT Robin Leung appoints Dr Chung Chin-hung

The Force has appointed its first honorary advisor to enhance training in first-aid and paramedics.

Dr Chung Chin-hung, officer-in-charge of North District Hospital's Accident and Emergency Department, received his appointment letter from Director of Personnel and Training Robin Leung Fung-shun on January 3 at Police Headquarters, launching his three-year partnership with the Force.

Under the appointment, Dr Chung will advise on, and help plan and organise first-aid and paramedic courses. He will also advise on the formulation of service guidelines and protocol in applying first-aid and paramedic treatment, and on the acquisition of suitable medical and training equipment, and medicines.

President of the Hong Kong College of Emergency Medicine, Dr Chung also served as an advisor to a number of organisations including the St John Ambulance Service, Fire Services Department Ambulancemen's Union, and has worked actively to promote first-aid to the public.

Despite being the Force's first official advisor in this field, Dr Chung was already familiar with the many officers who participated in his first-aid training courses over the years.

"As far as life saving is concerned, the first hour after an accident takes place is critical. As police are usually the first to arrive at the scene, their mastery of first-aid skills could make the difference between life and death," he said. As honorary advisor, Dr Chung said he aimed to enhance officers' basic first-aid techniques such as bandaging, treatment of bleeding, choking and the application of cardio-pulmonary resuscitation.

"Traffic accidents and falls from height are also areas of concern. And as Hong Kong is seeing increased heart attacks, I will consider advising the Force to follow its United States counterparts by procuring automated external defibrillators so instant treatment can be applied," he said.

"At the scene of major disasters, it is vital to have sound co-ordination of first-aid initiatives and I think officers, apart from discharging their own duties, also have a role to play."

Dr Chung said he was delighted with the appointment and looked forward to helping provide enhanced first-aid training for the Force.
