Studious duo: SGT Yip and PC Chan

Find it difficult to commit yourself to further studies? Ask Sergeant Yip Wai-pang and Police Constable David Chan Kwok-kwan how they overcame the hurdles to win self-learning awards under the Civil Service Training and Development Institute's Learning Recognition Scheme.

The pair were handed the awards at the Symposium on Continuous Learning and Development in the Civil Service opening ceremony at City Hall on April 2, with Chief Secretary for Administration Anson Chan officiating.

Sergeant Yip of Sha Tau Kok Patrol Sub-unit Team One, who recently completed a diploma course, said the Scheme's self-learning packages were good for officers on shift duty.

"Participants can choose their own time to go through the study materials which are presented in different formats such as video, CD ROM, books, etc. "For those who enjoy Internet browsing, I strongly recommend CSTDI's Cyber Learning Centre where self-learning courses on leadership skills, stress management, effective writing skills and IT knowledge are available. Colleagues can make their choices based on their interest and needs."

The Organised Crime and Triad Bureau's PC Chan, now taking a management course, said the only way to feel the benefits of continuous learning was to enjoy it rather than consider it a burden.

"We should always upgrade ourselves, or else we will be left behind in this knowledge-oriented world."

Exhibition booths were set up at the venue by a number of government departments and organisations, including the Force.

Items on e-learning, computer-based training, first aid training and service improvement training were displayed at the Police booth alongside a weapon training simulators display.

Secretary for the Civil Service Joseph Wong Wing-ping, Deputy Commissioner (Management) Dick Lee Ming-kwai, Director of Crime and Security Louis Lau Chun-sing, Director of Personnel and Training Robin Leung Fung-shun, Acting Director of Finance, Administration and Planning Anthony Height, Assistant Commissioner (Training) Yip Kwok-keung and other dignitaries also attended the ceremony.
