Beijing debut for Force 'lao shi'

The Force has conducted its first workshop on Mainland soil for Public Security officers.

Narcotics and Organised Crime and Triad Bureaux officers held the Anti-Money laundering Experience Sharing Workshop in Beijing, April 23 to 27.

Invited by the Mainland's Bureau of Narcotics Control (BNC), the workshop covered money laundering regimes, methods, legislation, asset recovery, cross-border co-operation and Hong Kong's experiences with the crime. The workshop also discussed drug investigation and intelligence handling.

NB Chief Superintendent Henrique Koo Sii-hong led the delegation consisting of fellow NB officers Chief Inspector Terence Leung Lap-fun and Senior Inspector Philip Go Tze-kuan, along with OCTB SIP Paul Chung Yat-cheung.

To prepare, training materials were translated into Chinese with the appropriate technical terms.

NB also specially arranged a Beijing teacher to enhance the delegation's Putonghua.

More than 40 officers of middle managerial level from all 31 provincial, district and city narcotics divisions were in attendance, along with a professor from the Ministry of Public Security's Detective Training College.

Well-received, the workshop saw solid interaction and discussion during classes, recesses and even into the evenings, with attendees addressing the Force officers as "lao shi" (teacher) and inviting them to visit their home provinces.

Attendees were presented with certificates both from the BNC and the Force, the latter documents sparking quite a buzz among recipients.

The workshop was opened and closed by the BNC's Deputy Commissioner Li Yuanzheng and Director General Yang Fengrui respectively. The workshop enhanced ties between the two forces opening more opportunities for joint investigations.

  • Five officers from Myanmar's Central Committee for Drug Abuse Control attended a NB training course from May 7 to 11.

    The group studied Force policy, intelligence analysis, surveillance, financial investigation and international liaison on narcotics.

    They also visited the Government Laboratory, and met officers from the Customs and Excise Department.

    Well-received, the course allowed the Force to share its experiences with the Myanmar officers and enhance law-enforcement ties with them.

    Another batch of officers from the Myanmar Bureau of Special Investigation would also attend NB's Financial Investigation Course set for June 19 to 22.
