CAPO HKI clears PC pair

Fairness and impartiality in an internal investigation has recently vindicated several officers of two false accusations.

Patrolling in Causeway Bay on May 31 last year, Police Constable Wong Kam-fai, then of Wan Chai Division Patrol Sub-unit Team Two, saw a minibus picking up passengers in a restricted zone. He approached the driver and issued a fixed penalty ticket.

However, a passenger claimed the PC ordered passengers to leave the minibus without giving an explanation.

The case was handled by the Wan Chai Division Miscellaneous Enquiries Team before being handed over to the Hong Kong Island Complaints Against Police Office for further investigations.

Sergeant Chan Yiu-fai of CAPO HKI said: "The complainant's statement taken in Wan Chai ME was very doubtful and we later found that he and the minibus driver had spoken six times via mobile phone during the incident. It was very unlikely that they did not know each other."

Under caution, the complainant admitted he was a lookout for minibuses plying Jardine's Bazaar. However, he denied making a false complaint. He was charged for knowingly misleading a police officer and was sentenced to 21 days in prison on March 7.

Meanwhile, on January 11, Western District Special Duties Squad SGT Lam Hin-leung and his officers, including PC Li Lok-ho, were set to raid a premises in Sai On Street, Aberdeen, believed to be connected with drug activities.

Once the officers were inside the premises a man punched PC Li in the face, and later complained police had assaulted him.

CAPO HKI SGT Wong Sio-cheong took up the case.

"His complaints during the video interview were contradictory. He later admitted making up the story in revenge for his arrest."

Multiple charges, including giving false information to wilfully mislead a police officer with intent, were lodged and he was convicted and sentenced to nine months in prison, on April 18.

PCs Wong and Li, and SGT Lam were relieved their cases came to a satisfactory ending, adding that bogus complaints against police were inevitable.
