Training Incentive Scheme
presents new opportunities

SP Mariana Cheung promotes Training Incentive Scheme

To further promote a culture of lifelong learning, the Civil Service Bureau has allocated $18 million to Government departments to launch a three-year Training Incentive Scheme.

The Force will receive $3.4 million for implementation of the Scheme during financial years 2001-2004.

Superintendent Support Training Mariana Cheung Fung-yee said that the Scheme would provide financial incentives to encourage officers to embark on self-initiated external study programmes or courses that were employment-related and undertaken at specified institutions.

"Applicants can choose a course which suits their personal development needs, interests and learning mode. Successful applicants may claim a maximum of $1,000 or 75 per cent of the course fees, whichever is the lesser, and each applicant will be qualified for one course under the scheme during the period 2001-2004," she said.

Courses already receiving financial assistance under the Civil Service Regulations will not be considered under the Scheme. Separate funds have been allocated to General Grade and Administrative Officer Grade staff and the Director of General Grade will promulgate the arrangements for them.

"The scheme adds flexibility to the current course/examination fees reimbursement arrangements under Civil Service Regulation 1010. For instance, a clerical officer studying a management skills course may be reimbursed under the Scheme but not under CSR 1010," SP Cheung added.

"We expect that at least 3,000 Force members will benefit under this scheme and urge them to join it."

Meanwhile, the Training Wing is inviting some computer organisations to hold courses for officers to attend after office hours. SP Cheung said that the Training Wing would also consider organising other courses.
