Recently the Chinese Processing Support Section of the Information Technology Branch (ITB) distributed the Hong Kong Supplementary Chinese Character Set (HKSCS) to all Police workstations.

Containing 4,702 Chinese characters that are unique in the Hong Kong Special Administrative Region but commonly used in Chinese computing, the HKSCS, as a supplementary character set to both the Big 5 and ISO 10646 encoding schemes, has two code allocation schemes, one for the Big 5 and the other for ISO 10646. The HKSCS for Big 5 is in effect the updated version of the set previously known as the Government Chinese Character Set (GCCS) published in 1995.

The installation of HKSCS Character Set and its related Chinese input software for all networked PCs (including Pen Terminals) was completed at the end of July. Software installation to the Force's standalone PCs (i.e. microcomputers that are not connected to a local network) has completed by the end of September.

The following new software was added to all PCs after the installation of HKSCS:

* The HKSCS Character Set replacing previous version of GCCS / PCCS Character Sets;

* Tze Loi Cantonese Chinese Input Method (子來廣東輸入法 2000年版 );

* Qcode v5 Chinese Input Method, HKSCS - compliant version

(第五代快碼輸入法-可支援「香港增補字符集」版本) ;

* Qcode v5 Computer-Based Training Software (第五代快碼輸入法電腦自學軟件) ;

* Qcode v5 Self-Learning Manual (第五代快碼輸入法 32-Bit 版使用手冊) located under the directory path D:\HKSCS ;

* User Manual for the HKSCS Character Set (香港增補字符集用戶手冊).

The following features were upgraded for all PCs after the installation of HKSCS:

* GoGo Pen (精品漢筆手寫系統) upgraded to v2000 to support HKSCS;

* Chang Jei Chinese Input Method (倉頡輸入法) upgraded to support HKSCS;

* "Quick" Chinese Input Method (速成輸入法) upgraded to support HKSCS.

The "User Manual for the HKSCS Character Set", jointly prepared by the Police Translator Section PHQ and ITB, sets out the full listing of all 4,702 HKSCS Chinese characters in various font styles, together with their corresponding input codes in Chang Jei (倉頡碼) and Qcode (快碼) for keyboards.

With the enhanced functionality of GoGo Pen v2000 and the newly installed Tze Loi Cantonese Chinese Input Method and Qcode v5 Input Method, which is designed to be easy to use and easy to learn, coupled with the enhanced character repertoire with the installation of HKSCS, the use of a computer to process Chinese text and data in the Force has never been easier. The use of Qcode v5 Input Method to input Chinese characters requires no formal training at all, as it can be learnt within hours using the Computer Base Training software provided.
