The Force's first Three Year Strategic Action Plan covering the calendar years 2002-2004 has been launched.
The Action Plan, which was formulated during the Away Day attended by the senior Police directorate last August (OffBeat Issues 711 and 712), centres on supporting the Commissioner's operational and management priorities. This will ensure that future Police efforts continue to be focused towards achieving common, realisable goals. In mapping out the Action Plan, the Force top management considered all aspects of policing.

In addition to increasing ground coverage, improving road safety and capitalising on new advances in science and technology to combat crime, the Action Plan also addresses training and human resource
development.
Also, the feasibility of developing a Police Academy as a centre of excellence in police training will be actively pursued. The Force operates in a rapidly changing environment and in order to ensure that it continues to provide a quality service for the community, we must be forward thinking in our approach to policing challenges. The Three Year Strategic Action Plan addresses the challenges of the future and also importantly, introduces a robust framework for future planning in the Force. The Action Plan has been distributed to all officers at the Superintendent and above ranks. In addition, an e-version in both Chinese and English has been uploaded on POINT for all Force members' reference.
