Commissioner Tsang Yam-pui led a Force delegation to pay a three-day visit to Fuzhou in Fujian Province last December.
Upon arrival in Fuzhou on December 19, the delegation met Fujian Public Security Department Deputy Director-General Niu Jigang to discuss cross-boundary crime of mutual concern. They had conducted an in-depth discussion on human smuggling. It was understood that the Fujian Public Security Bureau Border Control Department had taken vigorous action against human smuggling by closely monitoring each bay in the province and registering all outgoing vessels. The successful measures had forced 'snakeheads' to transport illegal migrants by land to coastal areas far away from Fujian before sneaking them out to the sea. Mr Tsang and Mr Niu agreed to strengthen the exchange of intelligence, enhance the cooperation in combating drugs, triad crimes, and the smuggling of illegal migrants, firearms and ammunition, as well as foster the exchange in respect of the training of officers in both places. The delegation paid site visits to Changle and Fuqing on December 20 to observe the illegal migration black sites. They returned to Hong Kong early the next day. Accompanied Mr Tsang on the visit were Assistant Commissioner Operations Fok Man-kwan, Senior Superintendent of the Liaison Bureau Ma Wai-luk, Superintendent of the Organized Crime and Triad Bureau Shing Pui-fun and Personal Assistant to the Commissioner Chief Inspector Wong Chui-hoi.
