The donation was in appreciation of efforts by Police to curb crime in the district which recorded a significant decrease in overall crimes during the year 2001 - 2002. The crime rate was also the lowest in eight years.

Present at the ceremony were chairman of the Tuen Mun Branch of Dongguan Clansmen Association Chow Chap-pui; chairperson of the Tuen Mun Women's Association, Ms Yip Shun-hing; and chairman of the Joint Committee of New Territories West Residents Chan Wan-san.
