Time and again we, as Police officers confront the uncertainty of leaving home to go to work, not knowing what is going to happen next on any given day and whether our duty to protect and to serve will place us in harm's way. On 11 September 2001, the world changed forever as collectively people across the Globe came face to face with the threat posed by terrorists.

On that day Police officers and firemen in New York City answered the call to service at the World Trade Centre. They did so without hesitation and in the shadow of appalling danger. Their bravery and dedication serves as an inspiration to us all as they gave of themselves to preserve law and order, and help those in need.

The momentous events of September 11 last year have changed the way of life for not only the American people but for many around the world. The fear of terrorist attack robs people of their freedom to choose their mode of travel. The balance of power in many areas has been shaken whilst the world order will never be the same again. As a result Police Forces around the world have been forced to change their modus operandi and Interpol has now extended its service hours, working round the clock to coordinate the global policing response.

It is hard to imagine such calamity befalling a superpower, but it has taken place and, just like the attack on Pearl Harbour during World War II, the unthinkable has happened. The September 2001 attack rings a clarion call for security forces worldwide that an ever present threat exists. We must remain vigilant at all times. We must not only identify and establish preventive measures to prepare for major incidents, but respond swiftly and effectively to situations where our preventive methods have been unable to forestall such events.

The Hong Kong Police Force has a wealth of professional knowledge, training and contingency planning designed to both prevent and manage major incidents. I am sure we are all very aware of the difficulties associated with this commitment. However I am confident that all of us in the Hong Kong Police Force will live up to our pledge and give of our best in ensuring the safety and stability of the community of Hong Kong.
