Sharing our knowledge with the Housing Society

A delegation of six members from the Housing Society, together with their consultant from the Hong Kong Productivity Council, visited the Service Quality Wing in late January to learn how to retain and re-use knowledge within their organisation. Woman Chief Inspector Ms Josephine Lau gave them a detailed account of how the Force KM system came into being and the critical success factors which had to be addressed.

"To date, 88 databases under KM are accessible online whilst 20-odd others are being developed. Apart from manuals and orders, which are the bread and butter of our day-to-day operations, we also made available some tailor-made information for officers' commanding divisional intelligence teams, organised and serious crime units and miscellaneous enquiries units, which were the results of the painstaking efforts of various working groups on Knowledge Management (KM). To enhance the research capability of the Force on good police practices, we have also captured the reports produced by the United Kingdom Home Office and made them available to members across the Force" said Ms Lau.

"For the time being, a pilot scheme is being carried out in Kowloon East (Crime), under the leadership of Senior Superintendent Mr Kevin Laurie, to make available all formation overviews and specific guidelines on combating activities relating to vice, gambling and dangerous drugs online. If the outcome is well-received, it will be extrapolated to other major formations," Ms Lau added.

"We have visited a number of private organisations which are exploring the path of KM. They all know the theories, but so far the Force has been one of a few organisations that has managed to apply them in practice. What we have seen and heard today has been inspirational - we have a much better idea on how to start our own KM system," said Mr Daniel Cheung, the Human Resources Manager (Training and Development) of the Housing Society.

To express their appreciation, the delegates presented a souvenir to Ms Lau. This briefing was her last before departing on an overseas course at Centrex.
