Gambling knowledge sharing with the Public Security Bureau

A 'Gambling Knowledge Sharing Seminar' was custom-designed by the Criminal Intelligence Bureau (CIB) for the Public Security Bureau (PSB) in furtherance of a commitment made by the Commissioner of Police during the last HKP-PSB Bilateral Meeting. The main objective was to share knowledge and experience in combating illegal gambling activities amongst police officers from Hong Kong and the Mainland.

The seminar was successfully held in Hong Kong over the period March 17 and 20 and was attended by a delegation of 14 PSB officers, headed by Ministry of Public Security Deputy Director General (Public Order Department) Mr Wu Mingshan. The delegation included section chiefs from different cities/provinces, including Beijing City, Tianjin City, Heilongjiang, Liaoning, Fujian and Guangdong.

A lively mixture of theory and practice was held over four days, covering recent bookmaking trends, Internet gambling, demonstrations of special gambling games - and how to cheat! - enforcement strategy / tactics and intelligence gathering. The sessions were facilitated by CIB gambling experts and intelligence analysts, officers from the Commercial Crime Bureau Technology Crime Division and security officers from the Hong Kong Jockey Club.

Every officer involved in the course, from both Hong Kong and the Mainland, agreed that the course had been a very effective vehicle for sharing information on gambling and further developing the enforcement partnership between officers on the Mainland and in Hong Kong.
