Mr Tsang was speaking to representatives from the Architectural Services Department, Planning & Development Branch, and the contractors gathered to witness the event.

"Time really flies," said Mr Tsang. "It was only in April last year that I officiated at the Foundation Stone Laying Ceremony for the Police Headquarters Redevelopment Phase III and today it is my great pleasure to be invited to the Topping Out Ceremony of this towering Complex at the PHQ which will be a landmark between Central and Wanchai.

"Hong Kong has come face-to-face with some unprecedented trials in recent years: the Government's huge fiscal deficit, and the now subsided SARS outbreak, to name but a few. People from all walks of life have to bear setbacks one after the other. Thus, the public look to the Government to perform even better. I am particularly pleased that all my colleagues in the Force continue to make great strides forward in their dedication, solidarity and team spirit to maintain the stability, peace and order of Hong Kong.

"This tailor-made PHQ is a milestone to signify our commitment to wider technological application and maximum efficiency. The new Complex is installed with modern optic fibre cables and computer flooring to facilitate further IT developments and greater management and operational efficiency.

"By the time the new PHQ opens, the Central District HQ and Division, adjacent to the new PHQ Complex, will come into operation too and serve the public with new facilities.

"With the relentless efforts of all who assist in this huge project against a heavy workload and a tight schedule, in particular the Architectural Services Department and our Planning & Development Branch colleagues, and the co-operation of the contractors, we are assured of the completion of the works on schedule. I would like to take this opportunity to express my heart-felt thanks to all," Mr Tsang concluded.
