A Memorandum of Understanding (MOU) on e-Learning, which land-marks the closer ties between two prominent Police Forces in Asia, was signed by the Hong Kong Police (HKP) and Singapore Police Force on August 19.

According to the MOU, the two Forces will share e-Learning content, development experience and expertise and explore the possibility of joint development of e-Learning content and system.

"This is a milestone in cementing a closer collaboration between the two Police Forces and also underlines our commitment to develop and share our e-Learning experiences and initiatives," said Commissioner Mr Tsang Yam-pui after signing the MOU with the Commissioner of Singapore Police Force (SPF) Khoo Boon-hui at the Hong Kong Police Headquarters.

The two Police Forces recognise the importance of using e-Learning technology to enhance communication and the immense potential of e-Learning in enhancing the organisational effectiveness. They have embraced e-Learning to support lifelong learning.

In the years to come, HKP and SPF will develop more collaboration through e-Learning to further the excellent working relationship between both Forces. According to the MOU, the two Forces will share their e-Learning packages, experiences and best practices. They will also explore the possibility of joint development of a common e-Learning standard to facilitate the sharing and collaboration of e-Learning contents using video conferencing and virtual classroom.

The HKP has actively promoted the use of e-Learning and has developed a total of 21 e-Learning packages. These packages are delivered either at the Police Training School, Detective Training School or delivered through the HKP Intranet system.

The work of HKP has been used as a benchmark by many government agencies as well as many companies in the private sector. The HKP has won the 'Most e-Learn Department Award' in a competition held by the Hong Kong Government.

In the coming two years, the HKP will develop 13 more e-Learning packages to further promote e-Learning in the Force. The HKP will also seek to collaborate with other government departments and tertiary institutes to develop e-Learning.
