Family Conference briefings for frontline officers

The Force and the Social Welfare Department (SWD) jointly organised two briefing sessions for frontline officers, social workers and staff of the relevant parties such as Education and Manpower Bureau (EMB) and Non-Governmental Organisations (NGOs) on the objectives and workflow of the "Family Conference" at the Hong Kong Central Library and the Sha Tin Town Hall on September 15 and 23 respectively.

A total of 600 participants attended the two briefing sessions, including about 100 Police officers.

Child Protection Policy Unit Woman Chief Inspector, Ms Wong Siu-hing, was one of the speakers at the briefing sessions. She gave an account of the roles and responsibilities of the Police in the "Family Conference".

She explained that "Family Conference" will be applicable when the Superintendent exercising the caution considers the juvenile in need of services of three or more parties, including the Police Juvenile Protection Section, SWD, EMB, NGOs, Department of Health and Hospital Authority, or the juvenile is given a second or further caution.

Criminal Intelligence Bureau Chief Inspector, Mr Li Hong-man, also spoke on sharing of intelligence of juvenile crime activities among the relevant parties and encouraged frontline youth workers to provide the Police with any information concerning juvenile crimes.

The briefing sessions provided participants with golden opportunities to meet each other, understand the respective roles on juvenile delinquency and share their views on how to aid the rehabilitation of juvenile offenders.

Response of the Police participants at the briefing sessions was very positive.

Crime Support Senior Superintendent, Mr Chan Yiu-kwok, and Crime Support Superintendent, Ms Ng Suk-fun, attended both briefing sessions. They commented that they were happy to see many Police officers show care and concern over juvenile delinquency and make constructive suggestions to the Family Conference Scheme during the briefing sessions or through other means. Their views would be taken into consideration when the Scheme is due for review.

Both Mr Chan and Ms Ng said the "Family Conference" is another multi-disciplinary collaboration initiative to enhance services for children at risks and the joint efforts from all parties are essential to secure its success.
