Force presented with Gold Award
for promoting training scheme

The Civil Service Bureau has presented the Force with the Training Incentive Scheme Gold Award for Large Departments in recognition of the Force's efforts in promoting the Training Incentive Scheme.

In-Service Training Chief Superintendent Mr Paul Hung Hak-wai received the award on behalf of the Force from Mr Christopher Wong, Civil Service Bureau Deputy Secretary, at a prize presentation ceremony at the Civil Service Training and Development Institute on October 25.

The Training Incentive Scheme

The Training Incentive Scheme is a three-year campaign launched by the Secretary for the Civil Service in 2001 with $18 million to provide financial incentives to civil servants to embark on self-initiated external study programmes or short courses that are employment related and suit their personal development needs, interests, and learning mode. Departments are given an allocation according to their size to launch the Scheme, and $3.4 million has been allocated to the Force. In 2001/02 and 2002/03, more than 1,000 officers in the Force benefited from the Scheme.

The Training Incentive Scheme Award

The Training Incentive Scheme Award covered the period from April 1, 2002 to March 31, 2003. Departments have been grouped into three categories in accordance with their size and Training Incentive Scheme allocations for the year 2002-03. For each category, Gold, Silver and Bronze awards are presented to departments with the highest participation rate.

Expressing appreciation of Force members' participation in the Training Incentive Scheme, Mr Hung said: "In fact, it has been a Force policy to nurture a culture of continuous learning and lifelong development which are essential to the Force in meeting the challenges of the knowledge-based society, and to enhance our service quality in the long run."

Effective Learners Award 2003/04

Meanwhile, all disciplined and civilian officers in the Force are now invited to participate in the Effective Learners Award 2003/04. This award aims at promoting continuous learning, encouraging post-learning applications at work; recognising staff's effort in applying their learning at work to enhance performance, and motivating staff to improve performance through continuous learning.

The Training Wing will offer five awards, and each winner will receive a book coupon of $500 and a certificate. Details and application form of the Effective Learners Award 2003-04 are available at POINT/Training Wing/Learning Portal.
