Five officers presented with Effective Learners Awards | ||
The Force has earmarked $2.5 million to continue implementing the "Reimbursement for Short Local Courses Scheme" (RSLCS) for junior officers and inspectorate officers of less than eight years of inspectorate service in the next three years, Director of Personnel and Training, Mr Foo Tsun-kong, disclosed at the presentation ceremony of the Effective Learners Award 2003-04 held at the Police Officers' Club on March 17.
Speaking at the ceremony, Mr Foo pointed out that fund allocations for the RSLCS in the past three years totalled over $2 million, assisting 700 junior officers and inspectorate officers in embarking on self-initiated study programmes or courses that are related to their work and suit their personal development needs.
Mr Foo explained that the earmarked funds for the next three years were aimed at perpetuating self-learning among Force members as the Civil Service Bureau's three-year Training Incentive Scheme drew to a close. Under the Scheme launched by CSB in 2001, the Training Wing had obtained an allocation of over $2 million for the benefits of 1,700 officers who had taken study programmes related to their work and personal development needs.
"I'm pleased to say that as a result of Force members' active participation in the Training Incentive Scheme, we have won the Training Incentive Scheme Gold Award for Large Department. This honour has made me feel very proud as Director of Personnel and Training," Mr Foo noted.
"In fast changing Hong Kong, there is a need for every member of the Force to pursue self-enhancement so as to raise the quality of our professional services. As such, the Training Wing allocates $900,000 every year for officers having taken work-related study programmes to apply for reimbursement of part of their programme fees. In 2002, over 1,000 officers had part of their fees reimbursed," he added.
After his speech, Mr Foo presented award certificates and $500 book coupons to five officers, Chief Inspector Cheng Tak-ming, Woman Senior Inspector Shek Wai-chee, Sergeant Chan Wai-ki, Police Constable Ko Chun-pong and Woman Police Constable Chan Yuk-lan.
Assistant Commissioner (Training) David Thomas presented certificates of merit and $50 book coupons to five other officers, Senior Inspector Yu Sai-kit, Senior Inspector R. M. Diaz, Station Sergeant Lam Chi-wing, Station Sergeant Wong Chi-ming and Sergeant Lau Chi-kwong.
The Effective Learners Award is aimed at motivating staff to improve work performances through continuous learning and encouraging them to apply their learning at work. The Award has attracted 28 entries, which have been assessed by an adjudicating panel comprising CSP IST, SSP TD and SSP HT. The entries have been evaluated on the extent of knowledge and skills being applied at work, and the extent of work improvement that has been achieved or potential benefits in the pipeline.
Among the award-winners, CIP Cheng has scored the highest mark of 80.33 with his Master Degree Human Resource Management Course, followed by WSIP Shek (79.17 with Master Degree in Social Science), PC Ko (74.83 with Diploma in Human Resources Management), WPC Chan (69.5 with Bachelor of Criminal Justice), and SGT Chan (64.5 with Police Dog Handling Course).
The marks scored by the five merit certificate winners were very close, ranging from 63.5 to 59.83.
