IPCC members briefed on crowd management operation

In the evening of June 4, eight members of the Independent Police Complaints Council (IPCC), Mr Chan Bing-woon, Mr Edgar Kwan Chi-ping, Dr Charles Koo Ming-yan, Mr Edward Pong Chong, Mr Hui Yung-chung, Professor Benjamin Tsou Ka-yin, Dr Michael Tsui Fuk-sun and Frederick Tong Kin-sang, visited the Police Command Post for the Crowd Management Operation of the June 4 Candlelight Vigil in Causeway Bay.

During the visit, the members toured the Police Command Post and were briefed by Eastern District Commander Choi Wong Fung-yee on the preparation work and the operational plan. The visitors also talked to officers about the duties in managing public events in Hong Kong Island Region. To allow the members to experience the pressure on the field duties, they were led to tour around the venue in the Victoria Park.

Accompanying the visitors were Director of Management Services Mike Dowie, Hong Kong Island Regional Commander Tang Kam-moon, Assistant Commissioner (Service Quality) Wong Doon-yee, and Complaints & Internal Investigations Branch (C&IIB) Chief Superintendent Debbie Chang. This visit was organised by C&IIB as part of a programme to further enhance IPCC members' understanding of frontline policing.
