CP attends Interpol General Assembly |

Over 500 senior police officers from 143 member countries of Interpol attended the 73rd Interpol General Assembly in Cancun, Mexico, from October 5 to 8. The PRC delegation was headed by the Vice-Minister of Public Security, Mr Meng Hongwei. Commissioner Lee Ming-kwai, Director of Crime and Security Tang Hau-sing and Liaison Bureau Senior Superintendent Ng Ka-sing attended the Assembly as members of the PRC delegation. Mr Lee also shared experiences on police work with other police heads. The General Assembly featured "Security for Citizens at Home and Aboard" as the theme, with delegates actively discussing and exploring the threat to national security, as well as exchanging valuable views on the important issue of international co-operation among law enforcement agencies. As one of the two keynote speakers at the Assembly, Mr Meng spoke on the subject of "Strengthening International Police Co-operation and Working Together for a Better Land of Peace". Mr Meng said the factors affecting world peace and development were escalating, with narcotic, financial, high technology and organised crimes, human trafficking, and terrorism posing a major threat. He pointed out that to combat the threat of terrorist activities against the international community, Interpol had set up a task force to study and recommend strategies for member countries, and had used its expertise to provide training for member countries to enhance their abilities to handle crises and detect crimes. He hoped that member countries would make use of Interpol's I-24/7 Global Police Communication System, and adopt intelligence-oriented strategy to combat terrorist activities. Observing that member countries' different political and legal systems might hinder law enforcement work, Mr Meng called for beefing up the status and functions of Interpol's "Red Notice", so as to overcome the hindrance and to track down international fugitives. Speaking at the conference, Director of Crime and Security Tang Hau-sing introduced the current situation of commercial crime in Hong Kong, and outlined Force's strategies to motivate the trades concerned to combat frauds involving letters of credit, investments, securities and credit cards. He stressed that as commercial crimes surpass national boundaries, international co-operation is indispensable for combating such crimes. Mr Tang's speech had drawn an overwhelming response from the floor. The Interpol General Assembly for next year will be held in Berlin.
