ISW structure streamlined

To meet the challenges ahead, and to improve the mode of service delivery, Information Systems Wing (ISW) successfully implemented an organisational re-structuring in September, following its relocation to Arsenal House, PHQ.

As a result of the re-organisation, ISW has been streamlined from a three-tier structure to a more flexible two-tier structure, with a dedicated top tier governance body established to formulate policy and provide direction.

The top hierarchy is composed of Assistant Commissioner (Information Systems), Chief Telecommunications Engineer (CTE COMMS), Chief Systems Manager (CSM IT) and Senior Superintendent Business Services (SSP BSB). They are responsible for providing the overall direction in information and communication technological (ICT) policy, formulating long-term business strategies, controlling budgetary requirements, and designing human resource policy.

One Chief Management Services Officer, two Senior Executive Officers and one Superintendent provide the ISW HQs with administrative support. Nine operational divisions, as opposed to 18 divisions under the old structure, now perform the day-to-day business-related activities. Senior professionals or superintendents head the divisions.

Other significant features of the re-organisation include amalgamation of information technology and communication services, for example the merger of their Helpdesks, as well as centralisation of administrative and financial supporting staff to optimise the deployment of resources.

Business Services Bureau has been detached from Information Technology Branch and incorporates the three divisions responsible for the implementation and management of ICT services for the benefit of clients.

To tie in with the reorganisation, the ISW homepage has been revamped and was launched recently, providing the latest information about ISW, including its restructuring, services, and projects.
