The Service Quality Wing (SQW) recently held two ceremonies to pay recognition of the high quality initiatives and recommendations by individual officers or units in the Service Quality Awards and Police Staff Suggestions Scheme. Border District (BORDIST) has won the Service Quality Award for 2004-05 with its "Enhancement of the Under Vehicle Surveillance System (EUVSS)". The "EUVSS" project was selected champion at the Final-cum-Presentation Ceremony held at Arsenal House Auditorium on December 7, beating E-POL's "General Office and Registry Information Automation (GLORIA)" and Kowloon City District's "Kowloon City Anti-crime On-line Learning Programme", which were selected first and second runners-up respectively. In addition to trophies and certificates, the champion and runners-up also received cash prizes of $12,000, $8,000 and $6,000 respectively. This year, the Service Quality Award attracted a total of 17 entries, which were shortlisted to eight in the Stage I Selection in August, based on written submissions describing their initiatives. Of the eight entries, three were chosen during the Stage II Selection to vie for the championship at the Final-cum-Presentation Ceremony by making a presentation before an adjudicating panel consisting of Commissioner Lee Ming-kwai, Commissioner Rank Officers, Chief Superintendents, representatives, comprising Senior Superintendents to Constables and civilian officers, from 14 Major Formations and guests from the Government Efficiency Unit and Electrical and Mechanical Services Department. The size of the panel and the use of a brand new computerised "Personal Response Scoring System" ensured that the final selection was exciting, impartial and transparent. Presenting prizes to the champion and runners-up, Mr Lee said good work processes, built on the needs of the public and coupled with innovative use of technology, were essential to "enhancing service quality, getting best from the Force's resources and achieving more with less". By taking part in the award competition, participants had shown an excellent understanding of the way to improve the Force's quality service, he added. The Commissioner also presented Merit Awards to Complaints Against Police Office Headquarters for its "Effective Systems Aimed at Maintaining the Integrity of the Police Complaints System", Emergency Unit Kowloon West for "Police Information Signage" and "5-S Committee", Mong Kok District for "Tamper-proof Security Labels", and Sham Shui Po District for "Operation Wildfox".
Speaking of this year's entries, Assistant Commissioner (Service Quality) Wong Doon-yee told OffBeat that they had embodied the theme set by the Steering Committee on Force Strategy on Quality of Service - "Integration of People, Process and Technology". They featured a wide range of innovative and interesting concepts and focused on enhancing operational efficiency and improving workplace practices. "I am most impressed by the quality of the entries. They show the participating teams' commitment to service quality, enthusiasm and teamwork. The effort put into the submissions was clear for everyone to see. What has struck me is their readiness to take up extra work to improve processes and in a way which will eventually benefit service to the public," he added.
Award-winning projects
BORDIST's "EUVSS" project is a road surface mounted camera system for detection of illegal immigrants at the three Border Control Points at Sha Tau Kok, Lok Ma Chau and Man Kam To. The images of the underside of vehicles are transmitted to the Control console when the underground scanner and digital camera are triggered. This enhanced version is tailor-made to achieve best results in detection of illegal immigrants according to the local circumstances, actual needs and the unique characteristics of the environment. This home-invented system using modern technology has projected a professional and creditable image of the Border District, as well as that of the Force as a whole.
The "EUVSS" is no doubt a manifestation of the outstanding performance and hardwork of BORDIST officers. It is a true example of "Integration of People, Process and Technology".
E-POL's GLORIA is an electronic filing system currently being piloted in Mong Kok District. The pilot has been extended to other Government departments, including Office of the Telecommunication Authority, Efficiency Unit and Transport Department. GLORIA provides greater accessibility (shared file and 24-hour access) whilst at the same time enhancing security (Audit logs and user authentication). It can also provide electronic workflow application as well as platform for leveraging in other directions. It is also user-friendly and cost effective.
KCDIST's "Kowloon City Anti-crime On-line Learning Programme" is a joint customer-focus project with the Hong Kong Baptist University, which commenced in April 2003. It makes use of the university's Virtual Integrated Teaching and Learning Environment Class to disseminate crime prevention messages. The public can gain access to the programme without any charge. The hit rate in October 2004 increased to 500,000 from 120,000 in January this year.
The on-line programme's flexibility and functionality are unlimited and it is a highly effective tool for improving police community relationship, and for reducing crime with community support.
