To meet the rising expectation of the community, the Force has to enhance the quality of service by raising the professional knowledge and policing skills of officers through training and continuing education, said Director of Personnel and Training Foo Tsun-kong, while addressing a passing-out parade at Police Training School on January 15. He pointed out that in order to ensure operational and training requirements were met, the Force conducts regular review of the training syllabus, mode of delivery and training facilities and support for improvements. The change in terms of both the quality of training and facilities demonstrated that the Force was forward looking and strove for continuous improvement. "In the face of financial constraints, the Force, same as all other government departments, has to make savings in expenditures in recent years. However, the Force has not cut back on training budget and on the contrary, has in fact increased the budget for continuing education and development of officers. "This shows the commitment of, and importance attached by the Force to, training to ensure its officers are kept abreast of the advancement of society to better meet the needs of the community," he said. Going on pre-retirement leave soon, Mr Foo encouraged the graduates to set themselves the goals of devotion to duty, giving their best at all times and executing their duties without fear or favour, whilst at the same time upholding their integrity, as well as that of the office they hold. "I believe, in the days ahead, same as what I have experienced, you will work hard to rise to challenges and do your best to serve the community, but at the same time, enjoy satisfaction, knowing that your service has gained the appreciation and recognition of the majority of the public," Mr Foo told the 74 constables on parade. "One of the key factors contributing to Hong Kong's prosperity and stability is maintenance of good law and order, and the Force plays a very important role in this respect. "We will continue taking robust action against crime and maintain law and order. I am sure, through our concerted effort, we will ensure Hong Kong remains one of the safest cities in the world," he added.
