A pool of experienced and knowledgeable officers within the Force is now ready to offer advice to their colleagues under a "Peer Adviser Scheme" established by Service Quality Wing. Since February 28, a Website, namely, "AdvisoryNet - Get Expertise Leveraged (ANGEL)", has been rolled out. Under a 12-month pilot programme of the Scheme, Peer Advisers will give advice and share their expertise and experience in three subject areas, namely, "Public Order Policing", "Deception" and "Training", according to Mr Cheung Chun-por, Senior Superintendent, Efficiency Studies Bureau, Service Quality Wing. A total of 23 Peer Advisers has been formally appointed by their respective ACPs, including ACP Ops, ACP Crime and ACP Trg. Officers can seek advice on the subject areas by: - telephoning the Peer Adviser direct; - emailing to the Peer Adviser, or - requesting a face-to-face discussion when appropriate. Officers who wish to seek advice from the Peer Advisers can access the Website in the KM portal on POINT, from which they can obtain particulars of the listed Peer Advisers in the aforesaid subject areas. Mr Cheung explained that the Scheme aimed at providing officers with a formal expertise sharing system in specific job-related areas where they may need advice. The Scheme is similar to, but more comprehensive than, a "yellow page" or "expert locator" system containing a list of experts inside the Force, who can be approached for advice. Mr Cheung listed the objectives of the Scheme as: * providing a quick and easy appropriation of tacit knowledge (e.g. know-how, judgement, experience, insights and skills) from experienced and knowledgeable officers, through "person-to-person" contact; * effectively and efficiently sharing, using, and retaining those experience and knowledge needed for Force members to discharge their policing duties; * accelerating learning and taking the most appropriate actions without re-inventing the wheel, and * preventing repeatable and avoidable mistakes. Mr Cheung pointed out that to gauge the effectiveness of the Scheme, each advice-seeker would be required to complete an e-evaluation form available at the above Website after having sought advices or opinions from the peer adviser.
