Co-operation further strengthened at tripartite meeting

Co-operation among Hong Kong, Guangdong and Macao in combating crime has been further strengthened following the tenth tripartite meeting for heads of crime investigation units of the three places, held in Zhongshan, Guangdong on April 7 and 8.

Led by Deputy Commissioner Tang King-shing, Director of Crime and Security Tang Hau-sing and Assistant Commissioner (Crime) Lo Yik-kee, representatives from the Force met their Guangdong and Macao counterparts to discuss various topics of cross-boundary crime with the aim to improve law and order in the three places.

The Guangdong delegation was led by the Deputy Director General of Guangdong Provincial Public Security Department, Mr Zheng Dong, and the Director General of Criminal Investigation, Mr Liu An-cheng, while the Macao delegation by the Commissioner General of Unitary Police Service, Mr Jose Proenca Branco, and the Assistant of Commandant General, Mr Cheang Seng-chio.

During the meeting, the law enforcers of the three places shared experiences and took a pragmatic approach in addressing such issues as triads, narcotics, commercial crime, technology crime and forgery, achieving fruitful results in co-operation.

The three parties had also enhanced exchange of intelligence and their capabilities in handling terrorist activities through conducting anti-terrorism exercises at their own places last year.

Since the end of last year, the parties have established an effective mechanism in tackling cross-boundary drug abuse. Sending back Hong Kong or Macao residents arrested on the mainland for drug abuse offences has created a deterrent effect.

There are many other examples of successful co-operation in criminal investigation among the law enforcers of the three places, in particular the return to Hong Kong of a suspect arrested in Zhuhai for a murder case in Ho Man Tin in February.

Maintaining law and order and tackling cross-boundary crime would remain the main areas of co-operation among the three places. Through exchanges at the tripartite meeting, the crime investigation units of the three places had not only strengthened co-operation but also widened the scope of co-operation.

The three parties would continue to co-operate in criminal investigation, exchange of information and intelligence, and conducting tripartite operations to combat cross-boundary crime.

The tripartite meeting is a bi-annual event, which provides an opportunity for the heads of crime investigation units to exchange views on the strategies against cross-boundary crime and discuss way to further enhance the existing liaison mechanism.
