NB and FBI host seminar on terrorist financing |

Narcotics Bureau and Federal Bureau of Investigation (FBI) recently jointly organised for the first time a two-day seminar on terrorist financing for 41 officers from six law enforcement agencies, including FBI, Immigration & Customs Enforcement and Internal Revenue Service of the United States, Macao Unitary Police Service, Hong Kong Customs and Excise Department and Hong Kong Police. In an opening speech, Assistant Commissioner (Crime) Lo Yik-kee highlighted the importance of terrorist financing investigation. "Financial investigation is particularly applicable to tackling terrorist activities since cutting off the financial sources of terrorists would effectively thwart their activities," he noted. In the first-day session, speakers from each law enforcement agency spoke of the current terrorist financing issues and shared techniques in terrorist financing investigation. In the second-day session, participants held in-depth discussions on a number of terrorist financing issues, including bulk cash smuggling and terrorist financing via non-profit-making organisations, financial institutions and non-traditional entities. At the conclusion of the seminar, all participants considered the seminar an effective platform for sharing experiences and discussing multi-jurisdictional and multi-agency approaches against terrorist financing.
