Crime Wing officers attend international forum |

The impressive Zhejiang Public Security College in the beautiful city of Hangzhou was the setting for a recently held International Forum on Intelligence-led Policing, which was attended by former Assistant Commissioner (Crime) Lo Yik-kee (now Kowloon West Regional Commander) and a delegation of Crime Wing officers between June 17 and 19. The forum was sponsored by the International Co-operation Department of the Ministry of Public Security and the Zhejiang Provincial Public Security Department, in co-operation with the Chinese People's Public Security University, the University of Hong Kong and the York University of Canada. The Zhejiang Public Security College organised the forum as one of a series of annual events held under the auspices of its Police and Science International Forum. The forum, entitled "Intelligence-led Policing from Rhetoric to Reality", brought together law enforcement practitioners and academics with experience and specialist knowledge in this field. Speakers from China (including the HKSAR), Canada, the UK, Australia and the USA addressed the forum on a range of related subjects. Mr Lo who chaired a panel session on Intelligence Management and Analysis addressed the forum on Hong Kong's criminal intelligence strategy whilst Senior Superintendent Chan Wai-kong from Criminal Intelligence Bureau spoke about the Organisational Structure and Operational Mechanism of Criminal Intelligence Analysis in Hong Kong. Speaking after the forum, Mr Lo commented that the event had provided a valuable opportunity for all of those in attendance to learn about current thinking on intelligence-led policing and to share the best practice in the area of criminal intelligence work. The proceeding benefited from simultaneous translation throughout the two-day event and the organisers are producing a CD-Rom containing the papers presented at the event. This will provide a useful reference document not only for those working in intelligence units but also for the Force as a whole. Despite their tight schedule for the forum, the Hong Kong delegation did manage to take in some of the sights during an early morning walk around Hangzhou's spectacular West Lake on the day of their departure.
