SP introduces 'PSDS' in Macao

Sha Tin Divisional Commander Chan Wing-hong recently addressed a symposium on "Reform on the Laws of the Regulatory Education and Supervision of Teenager Offenders" in Macao as a member of a Force delegation to the symposium.

An inter-departmental working panel set up by the Legal Affairs Bureau, Social Welfare Bureau and Education and Youth Affairs Bureau of the Macao Special Administrative Region to tackle juvenile crime conducted the symposium to share with other countries and regions experiences of operating correctional services.

In his talk at Macao's Legal and Judicial Training Centre, Mr Chan introduced the "Police Superintendents' Discretion Scheme" (PSDS), giving a full account of its effectiveness and changes since 1963 when it came into being. Discussions and experience sharing during the talk had not only strengthened ties between the two special administrative regions, but also awakened both regions to the importance of "regulatory education and supervision of teenager offenders" and their feasibility.

Other guests at the symposium were Professor Lo Tit-wing, a criminologist of the City University of Hong Kong; Mr Lee Chi-kong, Chairman of the Prison Fellowship Hong Kong; Mr Leung Wai-kuen, Executive Director of the Hong Kong Playground Association; Doctor Chan Yan-yan, Chairman of the Macao Juvenile Delinquency Research Society, and Ms Ng Oi-yin, a legal expert of the Legal Affairs Bureau in Macao.

After the symposium, many attendants said they had benefited a lot from the Force's experiences in tackling juvenile delinquency.
