The issues of female offenders were order of the day at the Fifth Guangdong, Hong Kong and Macao Female Police Officers Exchange Symposium held in Zhanjiang, Guangdong last month. Members of the three delegations to the symposium exchanged information on the statistics of female offenders, causes of crime, responsibility of society and case analysis. The delegates from Guangdong and Macao were particularly interested in Hong Kong law enforcement departments' guidelines for handling female suspects, and the rehabilitation services provided for female offenders by the Hong Kong Government and voluntary organisations. Force delegates gained a better understanding of the seriousness of the overall situation of females committing property crime in Guangdong Province, and the issue of females from other places committing crime in Dongguan. All the delegates to the symposium concurred that most female offenders in the three places had committed crime passively or out of ignorance. In general they regarded "love" and impulsiveness as the common causes. At the end of the symposium, they further agreed that females' social status must be lifted in order to reduce female crime, their life style in free time must be planned, and that strengthening family support and its functions was most important. The delegates later visited a model police station of the Zhanjiang City Public Security Bureau to look at the facilities and work of the Mainland Police. Considering the annual exchange symposium very meaningful, Force delegates felt that this event had not only uplifted mutual understanding of each other's work, but also further cemented co-operation and liaison. Leading the Force delegation were Eastern District Commander Choi Wong Fung-yee, and Personnel Services and Staff Relations Chief Superintendent Ng Tsui Fung-ying. Ms Luo Juan, Guangdong Provincial Public Security Bureau Vice Director cum Honorary President of the Female Police Officers' Association, and Ms Cao Muzheng, President of the Female Police Officers' Association, led the Guangdong delegation, while Ms Kwok Fung-mei, Director of Public Security Forces Affairs Bureau of Macao, and Ms Chou Kin-oi, Director of Macao Customs Service, headed the Macao delegation.
