Senior Superintendent Gabriel Chan and Superintendent Patrick Laidler, both from Criminal Intelligence Bureau, attended the fourth meeting of the Asia Region Heads of Criminal Intelligence Working Group in Singapore last month, discussing a wide range of issues of mutual concern with 34 delegates representing 26 law enforcement agencies from 18 countries.

During the Working Group meeting, SSP Chan gave a presentation on the Practices and Protocols of Intelligence Sharing, whilst SP Laidler gave a talk on South American Travelling Groups. Both presentations were well received by delegates to the meeting, which was hosted by the Singapore Police and Australian Federal Police. The third meeting was held in Hong Kong in December, 2004.

The Asia Region Heads of Criminal Intelligence Working Group is an initiative aimed at increasing Regional Intelligence capabilities and developing mechanisms to enhance intelligence sharing. The Force, together with the Singapore Police and Australian Federal Police, are on the board of management for the Working Group and have over the last year taken a leading role in its management. At the Singapore meeting, it was agreed that Hong Kong will remain on the board of management.

Speaking after the meeting, SSP Chan told Offbeat that the meeting provided an extremely valuable forum for exchanging experiences and best practices, as well as a platform for developing relationships with other members of the Asian intelligence community.
