During a visit to a Police observation post for HKMC in the Great Eagle Centre, Wan Chai, on December 13, eight members of the Independent Police Complaints Council (IPCC), led by the Vice-Chairman, Mr Alan Leong Kah-kit, were briefed on the security measures taken in Wan Chai to ensure that HKMC was not disrupted.

From the high vantage point of the observation post, the visitors had an unrestricted view of the Hong Kong Convention and Exhibition Centre, Convention Avenue and the Hung Hing Road Designated Public Activities Area, and were able to witness at first hand Police's highly restrained response when protestors resorted to violence in their attempt to break police cordons.

The visit was specially organised by the Complaints & Internal Investigations Branch (C&IIB) for IPCC members to appreciate police's deployment and the difficulties faced by frontline officers during HKMC. Accompanying the IPCC members on the visit were Director of Management Services Mike Dowie, Assistant Commissioner (Service Quality) Wong Doon-yee, C&IIB Chief Superintendent Wong Fook-chuen and Senior Superintendent Stephen Verralls.
