You may have found find the answers from a Policy Wing Briefing titled "Making A Difference: Knowledge Management in the Force", given by Assistant Commissioner (Service Quality) Charles Wong Doon-yee at the Auditorium, PHQ, on April 1.
Some 200 officers, including SDG members, attended the Management Development Programme (MDP), which focused on the KM development in the Force. This Force KM project, which covers both information-based and people-based initiatives, is an enormous task undertaken by Service Quality Wing's Efficiency Studies Bureau.
In his presentation, Mr Wong, first of all, shared with the audience many of the existing complex and difficult challenges and implementation of KM in the Force. He then introduced the solutions to these challenges and the enhanced functions of the new KM Portal, such as Content Management System, Navigation Design, Search Engine and MyBriefcase. The information-based KM initiative extends itself from the development of a new Portal, which will be rolled out late this month, to other two initiatives, namely, the Practices and Experience Acquisition Kiosk (PEAK) and Legal Advice Bulletin.
Building on the success of the information-based KM approach, Mr Wong also stressed the importance of creating people-based KM initiatives for channelling Force members to the experienced officers, who have expertise and knowledge to share. Such people-based initiatives consist of the Peer Advisor Scheme and Collaboration Forum.
Realising that KM is not only a project about IT, but also requires efforts and "buy-in" from all Force members, Mr Wong, in his presentation, emphasised putting change management in place, and highlighted the inculcation of a culture of sharing. Such Change Management initiatives comprise an e-Learning package for enhancing Force members' awareness of KM and a comprehensive KM communication Plan. Mr Wong's presentation, which featured high visual impact images and funny cartoons, captured a lot of attention from the audience.
In the second part of the MDP, Knowledge Management Officer Eric Choy and SIP 1 E Service Sonia Tam gave demonstrations of the new KM Portal. Mr Choy introduced the interface of the new portal and ways to retrieve information via navigation (browsing) in both "Formation" and "Topic" flows, whilst SIP Tam introducted the Force Web Content Management System.
With search engine being an important tool for information retrieval, Mr Choy also outlined the key features of the new search engine and its significant improvement over the existing one. Besides navigation and search engine, he also showed some clips of the KM e-Learning package, and the the audience was very interested in the package's interactivity.
Recognising the MDP as an important and significant step forward for KM development in the Force, the audience was engaged in a lively discussion on the way forward for KM during the Q & A session.
