Kwai Chung Division takes over 19 beats |

Kwai Chung became the largest division, in terms of the number of foot beats, within the Force when it took over 19 beats from the former Lei Muk Shue Division (LMS DIV) on April 1, marking the completion of the Tsuen Wan District amalgamation project, which was implemented in three phases between August 2003 and April 2006. As a result of the beats transfer, Tsuen Wan District has been transformed into a single-division District, which was the ultimate objective of the amalgamation project. The amalgamation process has brought police boundaries more into line with those of District Councils, and will assist Tsuen Wan District in accommodating its entire remaining staff in the Tsuen Wan Divisional Police Station. As Kwai Tsing District is expected to take over 61 per cent of the workload of the old LMSDIV, a total of 132 officers will be transferred to the District to assist in policing the 19 beats. The beats cover residential areas such as Shek Yam, Shek Lei and On Yam Estates, as well as some private residential blocks, all of which have a total population of 101,690. Kwai Tsing District will have sufficient space to house the additional officers as some of its tenants, EU NTS and RMPU NTS, have been re-housed in the new NTS RHQ complex. Renovation works are underway in Kwai Chung Police Station, including energy-saving measures such as use of lower ceilings to improve air-conditioning. A new sitting-out BBQ area has also been created, with the assistance of the LCSD, to provide officers with a space for relaxation and socialising. To ensure that service quality is maintained and Kwai Chung Division is not over-burdened with additional responsibilities, crime units will be centralised at the same time, with the Kwai Chung and Tsing Yi DVITs being restructured into DITs falling under the command of the ADC Crime. In parallel with this, a pilot project will be run to adjust the divisional boundaries between Tsing Yi and Kwai Chung Divisions. Nine beats, mainly covering the Container Port Area, will be taken over by Tsing Yi Division to address the balance of workload and streamline response to incidents within the port area. The pilot will run for 12 months before deciding whether the boundary change can be formalised. |
