Following a comprehensive review conducted in 2003, a new PC Modular Development Course has replaced the PC 5th and 10th Year Development Course. The aim of the review was to improve the quality and effectiveness of training courses to help trainees cope with the changing internal and external environments, as well as possible accreditation and recognition by tertiary institutions.

The new PC Modular Development Course consists of four modules, namely Module I on Professional Development, Module II on Personal Effectiveness, Module III on Psychological Competencies, and Module IV on Supervisory Development. The first three modules are compulsory, and Module IV is optional.

Modules I and IV were first introduced in April 2005. Last month, 23 Module I trainees took part in the Module II pilot course, which aims at providing the trainees with the skills of inter-personal communication, presentation, leadership, team-building, problem-solving and decision-making through exercises, case studies and sharing of real life experiences. Hopefully organisational effectiveness will be improved as a result of enhancement of the personal effectiveness of individual officers.

Training sessions were conducted with different learning modes and at different venues, ranging from classroom discussions on managing personal finance, change and adversity and career development, to lifelong learning in the e-learning computer training suite and outdoor training on leadership and team-building. Force Training Officer Davis Law was present throughout the entire pilot course to ensure that the course would achieve its objectives.

After conclusion of the pilot course, Mr Law, Chief Inspector Johnson Kwok of JPO DLD, and all instructors of JPO DLD, who have been involved in the content development of the PC Module II Development Course, attended an evaluation meeting, after which the course content and teaching material were further fine-tuned, taking into consideration trainees' feedback and the views of Mr Law and the instructors.

With the Module II Development Course being formally rolled out on April 24, the full implementation of the PC Modular Development Course has been scheduled for April next year, with the launching of Module III.
