Three more subject domains introduced

Superintendent Cheng Tak-ming has made a promising start as a Knowledge Management Champion in helping to further develop the Peer Adviser Scheme (PAS) under the Force's Knowledge Management Project. Thanks to the efforts he has made since his KM Champion appointment in February, more subject areas of interests to Force members have been added to the scheme. At the same time, more officers, both locals and expatriates, have signed up as Peer Adviser.

In just a few months, three new subject areas have been identified for the PAS, namely Crowd Management, Miscellaneous Enquiries and Rural Policing, all of great interests to officers' work. Taking Public Order Policing and Deception into account, the scheme now covers a total of five areas. Parallel to this new development is an increase in the number of Peer Advisers, again thanks to Mr Cheng's efforts. After being updated by him, the Peer Advisers list now contains a total of 42 advisers, ranking from sergeant to superintendent.

Mr Cheng's first task shortly after his KM Champion appointment was, in consultation with Service Quality Wing's KM Team, to review the progress the PAS has made, and to chart the course of its further development. Before doing these, he formed, in March this year, a Focus Group comprising 12 officers, ranking from sergeant to superintendent from different formations, to gauge their views on the identification of new subject areas for the scheme.

Explaining the new subject domains, Mr Cheng pointed out that coming under the Crowd Management are rice distributions, festive events and internal security tactics, whereas Rural Policing covers search and rescue as well as operations.

Looking ahead, he expected that more new domains would be introduced before the end of this year. "Right now, I'm looking for Peer Advisers for more new domains," he said.

To help him plan PAS' further development, Mr Cheng will form a working group to conduct regular reviews and map out the way forward. To be chaired by Mr Cheng, the working group will comprise one or two Peer Advisers from each of the existing subject areas as coordinators. At the same time, he created an on-line sharing forum for Peer Advisers as another means of communication.

For the near future, Mr Cheng will undertake more promotion work to heighten officers' awareness of, and interest in, the PAS. "Promotion is part of the working group's job. We'll use the Force NoticeBoard to publicise the scheme. And Peer Advisers will also try their best to sell the scheme to officers and encourage them to make good use of it," he said. "We're doing a great variety of jobs but each job requires a certain specialty, so sharing expertise and knowledge, as well as pursuing continuous learning are very important for everybody in the Force," he added.

New Peer Advisers

During an interview with OffBeat on PAS development, Mr Cheng introduced four new Peer Advisers, namely Chief Inspector Lai Chi-man for festive events under the Crowd Management domain, Inspector Dafydd Angus for Miscellaneous Enquiries, Station Sergeant Kam Wun-cheong for Rural Policing, and Sergeant Tang Kin-kan for internal security tactics under Crowd Management. Also present at the interview was Polytechnic University student Kelvin Tse, who was on Placement Internship with the Force, and had helped Mr Cheng with PAS development.

All the four Peer Advisers stand ready to share their expertise and experiences with officers.

As an outsider, Summer Intern Kelvin said the PAS is catering for officers' needs, adding that he was glad to have a chance to involve in the development of the scheme.
