CIS enhancement measure for handling
Olympic and Paralympic Equestrian Events

The Beijing 2008 Olympic and Paralympic Equestrian Events will be held in Hong Kong in August and September 2008 respectively. In preparation for the Events and as part of the celebration of the 10th Anniversary of the establishment of the HKSAR, Hong Kong will host the "Good Luck Beijing - HKSAR 10th Anniversary Cup" (the 2007 Event) between August 11 and 13.

To facilitate effective monitoring of investigation and compilation of statistics during the event periods, three new "Case Related Type" values - "EE Targeted Crime", "EE Related Crime" and "EE Related Non-Crime" have been added to the Communal Information System (CIS) since July 15.

As a general rule, all EE Targeted or Related Crimes would be investigated by the Equestrian Event Crime Teams. Non-crime cases will be dealt with by the Uniform Branch. The classification of the values is as follows:

(a) "EE Targeted Crime" - a crime would be classified as such if there is evidence or reasonable suspicion that (i) the crime has been committed against an individual person or group of persons, or against any property, solely because of their connection to the Events; or (ii) the crime, be it random or organised in nature, results in a threat to the smooth running or security of the Equestrian Event.

(b) "EE Related Crime" - a crime would be classified as such if it is a random crime that happens to involve EE related participants, e.g. athletes, team officials, reporters, volunteers participating in the Events, property or venues.

(c) "EE Related Non-Crime Incident" - any incident or offence, not a crime that involves EE related participants, e.g. athletes, team officials, reporters, volunteers participating in the Events, property or venues.

When creating a Report Number relating to the Events in CIS, end-users should first select one of the appropriate values from the three newly added EE Case Related Types, and put a 'tick' in the appropriate checkbox. Should users fail to select the appropriate value, the system will be unable to capture EE related statistics or transfer the case to the Equestrian Crime Team for investigation. These three "Case Related Type" values will remain in the CIS until the conclusion of the "2008 Olympic and Paralympic Equestrian Events" in September 2008.
