In the last issue, we covered accessing and maintaining Communal Information System (CIS) user particulars. In this issue, we will share some usage tips about using CIS Bail Module. Cannot create cash and non-cash bail for the same person When creating a bail for an arrested person, you will find that FICS does not let you input both cash and non-cash bails for the same person. The design is adhered to FPM 47-01 that "cash bail and (self-) recognizance should not be mixed: conditional release must be subject to one or the other." In this case, you should revert the bail instruction to the concerned officer-in-charge.
Cannot proceed with the grant bail process On granting bail, you may encounter one of the following problems: * Arrested Person is not displayed in the Bailee List; or * Arrested Person cannot be selected from the Bailee List; or * Bail cannot be granted. The reasons are mostly due to the "Person Role" not properly entered. You should check whether the arrested person's details have been properly entered in the Person Module. In addition, if there are any Chinese characters in the Middle Name field, the grant bail process might be interrupted as well.
Remove Court bail (Pol 40) from Pol 458 When preparing court bails to court (Pol 458), you find that one Pol 40 has been wrongly included. You want to remove it but you are not allowed do so. In this case, please follow the steps below: * Cancel the concerned Pol 40 and enter reasons into the "Remark" column; * Prepare another Pol 458 on the "Prepare Pol 458" screen with the same date and court details. Click the "Cancelled Pol 40" checkbox and generate a new Pol 458 by using "Generate Pol 458" function. The new Pol 458 will carry a negative bail amount to offset the previous entry; * Send the new Pol 458 together with the original one to court.
