The 16th Bilateral Meeting between the Force and the Ministry of Public Security concluded on December 5. The Force and its Mainland counterparts will continue holding bilateral meetings to strengthen co-operation and efficiency with the aim of maintaining the law and order in the two regions.

The Assistant Minister of Public Security, Mr Chen Zhimin, led a 22-member delegation to discuss various issues with Commissioner Tang King-shing at the bilateral meeting. Also attending the meeting were Deputy Commissioner (Operations) Yam Tat-wing, Deputy Commissioner (Management) Fung Siu-yuen, Director of Personnel and Training Tang Hau-sing, Director of Operations Tsang Wai-hung, Director of Crime and Security Lee Ka-chiu, Assistant Commissioner (Operations) Koo Sii-hong, Assistant Commissioner (Crime) Wong Fook-chuen, Police College Director Tse Shu-chun and Senior Superintendent Kwok Ho-fai from Liaison Bureau.

The Mainland delegation also included representatives from the Ministry of Public Security; Hong Kong and Macao Affairs Office, State Council; Police Liaison Department, Liaison Office of the Central People's Government in HKSAR; Anti-smuggling Bureau, General Administration of Customs; Shanghai Public Security Bureau; Guangdong Public Security Department, and Shenzhen and Zhuhai Public Security Bureau.

During the bilateral meeting, both sides reported the crime situation in Hong Kong and the Mainland and reviewed the fruitful results of co-operation. Discussion also covered various topics, including anti-terrorism, border management and cross-boundary crimes. The two sides agreed to enhance co-operation in police training, continue arranging officers for exchange programmes, and explore the curriculum concerned to cope with training needs.

To reinforce co-operation, the Force and its Mainland counterparts agreed to strengthen exchange of commercial criminal intelligence and enhance liaison work on police training. The Force also took the opportunity to introduce preparatory work for the 20th Interpol Asian Regional Conference to be held in Hong Kong in March 2008. Both sides believed that the conference could enhance the image of the Force and the overall international status of Hong Kong. It can also further strengthen the co-operation between the Force and the Interpol General Secretariat and its members.

During their stay in Hong Kong, Mr Chen Zhimin and other delegation members met the Secretary for Security and the Director of Immigration. They also visited Yuen Long District, Shenzhen Bay Port and Police Tactical Unit.
