Tripartite Meeting reinforces ties and co-operation

Speaking at the opening of the 14th Tripartite CID Heads Meeting, which successfully concluded at PHQ on April 24, Acting Commissioner Yam Tat-wing said broad horizon is an essential prerequisite for formulating any effective policy.

Also speaking at the opening ceremony, both Mr Yang Dong, Deputy Inspector of the Criminal Investigation Bureau, and Mr Zheng Dong, Deputy Director-General of the Guangdong Provincial Public Security Department, said the security arrangements for the Olympic Games were not only an unprecedented challenge but also a severe test for the three parties - Guangdong, Hong Kong and Macao. Mr Yang was a special guest of the Ministry of Public Security.

Leading the Macao delegates was Mr Jose Proenca Branco, Commissioner General of Unitary Police Service. He also believed that the tripartite co-operation would be closer and more effective than ever. Mr Yam agreed and hoped that the three parties could continue strengthening their ties and making contributions for the stability and prosperity of Guangdong, Hong Kong and Macao.

A total of 51 delegates attended the tripartite meeting, manifesting a warm feeling and friendship among the participants. The press briefing in the afternoon attracted nearly 50 journalists to cover the conference.

Before closing of the meeting, representatives from Guangdong and the Force signed the second "Addendum" to the "Shenzhen - Hong Kong Land Boundary Police Co-operation Scheme". The Scheme was first established in 2003 to enhance the co-operation and exchange of intelligence between the Shenzhen and Hong Kong police. It aims at combating crimes occurring at the then four land boundary crossing areas on both sides and providing better police service to cross-boundary travellers for reporting crimes. In 2005, the first "Addendum" was signed to include Chung Ying Street, Sha Tau Kok, in the Scheme. In the wake of the establishment of the Shenzhen Bay Port and Lok Ma Chau Spur Line Control Point last year, the Scheme was expanded accordingly.

Under the Scheme, liaison points have been established in Border District Headquarters and 10 police stations and reporting centres covering land boundary control points, whilst corresponding liaison points have been set up at the Shenzhen Criminal Investigation Department and six police reporting units in Shenzhen. At present, a total of 23 and 17 liaison officers have been appointed in Shenzhen and Hong Kong respectively.

After the Tripartite Meeting, participants went to the Hong Kong Sports Institute in Sha Tin to tour the facilities at the Olympic Equestrian venue. They were briefed on various security measures during their visit.
