DCP MAN looks at tactical training in Yunnan

A party comprising officers from the Police College and the Complaints Against Police Office, led by Deputy Commissioner (Management) Tsang Wai-hung, paid a six-day official visit to Yunnan Province in May.

During the visit, the delegates looked at the Police Tactics Instructors Training Course being run by the Police College for Yunnan public security officials in the Yunnan Police Officers Academy.

They also called on senior officials of the Yunnan Public Security Bureau and visited public security units in Lijiang City and Diqing Prefecture, having exchanges on the law and order situations in Yunnan and Hong Kong and sharing experiences in policing work.

The party also visited police sub-stations in Hongqiao, Luguhu and Jiantang to observe local policing and see how frontline police officers, under resource constraints, canvassed community support for preventing and fighting crime.

The Police College's Force Mobile Training Exchange Team, headed by Superintendent (Weapon Training) Lee Yeung-chi, was conducting the five-day Police Tactics Instructors Training Course. Members of the exchange team were Chief Inspector Sham Wai-hong and Sergeants Chan Wai-che, Chan Wai-ming and Lee Siu-wah.

The training took place in the Tactics Training Building of the Yunnan Police Officers Academy, with the Yunnan Public Security Bureau providing all the necessary training facilities and equipment.

The exchange team members had carefully designed the course in order to make the most of the physical environment of the academy, with colour marker ammunition used in tactical exercises conducted in the evening. Reflectors were also used to give the course participants a feeling of realism.

The exchange team's new mode of training with flexibility and optimal use of facilities and space available, earned the appreciation of Mainland instructors. In their views, the training course was well designed from trainees' perspective, paid due regard to the participants' psychology, and used quite a number of unconventional training methods. They also considered the course up-to-date, practical, effective and well organised. The course also elaborated on tactical concepts in many ways, enhancing the participants' awareness and knowledge of tactical training.

Mainland instructors greatly appreciated the exchange team members' efforts, professionalism, devotion to duty and sincere and friendly attitude. On the other hand, the team members were very impressed with the participants' attitude towards and interest in the tactical training provided.

Later at a graduation ceremony for the course, Mr Tsang presented graduation certificates to over 80 Mainland police officers and 10 assistant instructors.

Complimenting the graduates for their diligence and tenacity, he said the training course served as another good example of the exchanges and close co-operation between the Ministry of Public Security and the Force, as well as the efforts in personnel training by both the Yunnan Public Security Bureau and the Force.
