A ceremony marking the one-year countdown of the 2009 East Asian Games (EAG) was held at Piazza C, Hong Kong Cultural Centre on December 5, symbolising the approach of another challenge for the Force.

EAG is held once every four years with nine countries and cities participating, namely Mainland China, Hong Kong, Macao, Taiwan, South Korea, DPR Korea, Japan, Mongolia and Guam. The 2009 EAG is the 5th since 1993. Between December 5 and 16, next year, 23 sport events with 287 gold medals will take place in 20 competition venues scattered in all regions in Hong Kong (See table below).

Over 4,000 athletes and delegates, 300 media representatives, thousands of tourists and spectators are expected to come to EAG, posing challenges for crowd and traffic management, public order policing and venue security. It is anticipated that the Half-marathon, Race Walk, and Cycling will require road closures and diversions. The Opening Ceremony, with a Boat Parade in Victoria Harbour and to be followed by a 20-minute Fireworks Display, will attract large crowds that will require extensive policing.

To meet the challenges and commitments of this major sport event, a 2009 EAG Planning Committee was set up in June 2004, which is chaired by Mr Timothy Fok, President of the Sports Federation and Olympic Committee of Hong Kong (SF&OC) and comprises representatives from government departments, SF&OC, sport sectors, and other sectors of the community, including business, banking, airline and tourism, etc. Furthermore, the 2009 EAG (HK) Limited (the EAG Limited), the executive arm of the EAG Planning Committee, was established in March 2005 for the smooth and effective delivery of the event in accordance with the policies of the planning committee.

To coordinate preparation work and logistic support for EAG, an organising committee was established last month. Director of Operations Koo Sii-hong is representing the Force in the committee. In addition, the EAG Limited has also set up five Coordinating Committees (CoComs) to oversee key functional areas, namely:-

1) Opening and Closing Ceremonies,
2) Transport and Traffic Arrangement,
3) Immigration, Security and Accreditation,
4) Medical Services, and
5) Media, Publicity and Community Relations.

The Force is a core member of the first three CoComs in which Assistant Commissioner (Operations) Suen Kwai-leung and Commandant Police Tactical Unit Wong Chi-hung represent the Force. They will also attend meetings of the remaining two CoComs as and when required.

As competitions will spread over the 20 venues throughout the territory, a three-tier command structure will be adopted to police EAG. Competition venues will be policed by their respective Districts, overseen by relevant Regional HICOMs, and closely monitored by HQCCC.

A two-tier planning structure - Force Steering Committee (FSC) - chaired by Director of Operations who is assisted by Assistant Commissioner (Operations) and all Regional Commanders and concerned Assistant Commissioners as members, will set strategic directions, oversee progress of preparation, identify potential concerns and decide the way forward.

At working level, a Force Planning Committee (FPC) will implement the policy decisions of FSC. It will be chaired by Commandant Police Tactical Unit and comprise senior representatives from Operations Wing, Regional Operations, Police Public Relations Branch, Information Systems Wing and Yau Tsim District to coordinate regional concerns and disseminate directions and information to ensure policing consistency across all Regions.

In addition, a Centralised Special Duty Team comprising one Superintendent, one Chief Inspector and one Senior Inspector will be formed between April 2009 and January 2010 under the command of Commandant Police Tactical Unit. The team will be responsible for external liaison, and will coordinate planning, preparation, and policing action within the Force.
